Before agriculture was invented, people used to rely on hunting for the supply of food. Before people finally started to stay in settlements and grow crops, hunters and gatherers roamed the face of the earth in search of food. Once one crosses the border into another state, their license becomes invalid in that state. They are therefore required to apply for a new license. The US government makes billions of dollars every year from taxes related to hunting activities.
